VC makes KIU den of corruption, says sacked teacher

  GILGIT: Due to poor policies and personal interests, Vice Chancellor Karakoram International University (KIU) Dr Najma Najam has turned the only seat of higher learning in Gilgit-Baltistan into a den of corruption and irregularities.
These allegations were levelled against the VC by sacked Assistant Prof and secretary finance Academic Staff Association KIU Iftikhar Ali while talking to this correspondent here. He said the VC had made the university the den of her friends and relatives, closing the doors of higher education on the youth of the region. 
He said Dr Najam had hired old and aged persons from various parts of the country on different posts at higher and lucrative packages depriving the local teachers of employment and promotion. 
From contractor to lawyer appointed in the varsity are the relatives of the vice chancellor, he alleged. Prof Iftikhar said tenders were never floated for development projects in the university. He said they wanted to activate all the teaching departments but the VC always became the stumbling block in their way.
He said the vice chancellor also got a block constructed in the university at a cost of millions of rupees besides constructing a house for herself.
She also put into cold storage the establishment of a laboratory under the garnet project though it would have become a world class gem cutting laboratory. Prof Iftikhar further said under the law of the land, no person can be hired on government post after his retirement. But the KIU vice chancellor has brought to the university retired government employees from different parts of the country that too over 80 years of age and accommodated them in various posts. He said one Dr Zaidi was appointed in the management science department on lucrative package but later his degree turned out to be fake after which he had to leave the post after earning millions of rupees.
Another B.A. pass man named Faisal was brought to the English Department showing him as a PhD and he also returned costing millions of rupees to the university but the VC never bothered to inquire into his dubious appointment.
Prof Iftikhar said equipment were purchased for the food science department at a cost of Rs400 million but the machinery was now left unutilized and taking dust. He said the university gets Rs5 million for firewood in the winter but not a penny was spent on the purchase of firewood and the amount remained unaccounted for. He also alleged widespread corruption in the selection board, adding local teachers were hired on daily wage basis but the VC was appointing outsiders on regular basis.
He said a project had come from Italy which was planning to work on socio-economic and environment development. He said there was no clue to funds provided by this Italian company and the VC had also committed irregularity in it.
Prof Iftikhar said no university possessed a guest house in Islamabad but the VC of KIU did have reserved a guest house in the federal capital. He said the university selection board cannot throw an employee out and the VC herself had announced that the board in its May 14 meeting would confirm me. "However, in my absence my termination letter was issued," he added. 
Prof Iftikhar said the letter did not mention any allegation against him while he had proof of corruption against the VC.
He said despite holding the requisite degree, he was not confirmed during 2006-08 and then sacked from the job. He said he had sent his appeal to the president and the prime minister. He said the vice chancellor had taken unilateral action against him without giving him a chance to clarify his position.

اسلام آباد( انٹرویو:ممتاز حسین گوہر ) سابق وفاقی وزیرریلوے غلام احمد بلور نے کہا ہے کہ شاہرا ہ قراقرم کے راستے پاک چین ریلوے ٹریک منصوبے کے لئے ہم نے پی سی ون تیار کر لیا ہے اس منصوبے پر سرمایہ کاری چین کی حکومت نے کرنی ہے اب یہ چائنا کی حکومت پر منحصر ہے کہ انہوں نے کب کام شروع کرنا ہے ان خیالات کا اظہار انہوں نے ”بانگ سحر“ کوخصوصی انٹرویو دیتے ہوئے کیاانہوںنے کہا کہ ریلوے گلگت بلتستان میں موجود نہیں ہے لیکن اس میں کوٹے کے حوالے سے اب تک کسی نے آواز نہیں اٹھائی ہے گلگت بلتستان کے عوامی نمائندے بھی اس حوالے سے خاموش ہیں اور نہ ہی انہوںنے یہ مسئلہ قومی اسمبلی میںاٹھانے کےلئے کوئی کوششیں کی ہیں مجھے ذاتی حوالے سے گلگت بلتستان سے دلچسپی ہے اگر اس حوالے سے کوئی بات قانون سازی کے لئے آئے تو میںاس کی بھرپورحمایت کروںگا ایک سوال کے جواب میںانہوں نے کہاکہ ریلوے صرف پاکستان ہی میں نہیں انڈیا کے علاوہ پوری دنیا کے ریلوے ادارے خسارے میں چل رہے ہیںاس وقت صرف146 گاڑیاں آن لائن ہیں باقی ساری کراچی میں خراب پڑی ہیں وسائل کم ہونے کی وجہ سے مسائل حل نہیں ہو رہے وفاقی وزیر ریلوے نے مزید کہا کہ جمہوریت کو چلتے رہنے دینا چاہیے وزیراعظم نے نئی کابینہ کے لئے ہماری پارٹی رہنماﺅں سے مشاورت کی ہے اس حکومت کو ہرحال میںپانچ سال پورے کرنے چاہیں ہمیںحکومت خیرات میں نہیںملی ہے اگر گیلانی جیسا رویہ سابق حکمرانوں کا بھی ہوتا تو ملک میں کبھی مارشل لاءنہیں لگتا انہوں نے کہا کہ وفاقی کابینہ نے اب تک گیارہ ارب روپے ریلیز نہیںکئے جس کی وجہ سے ریلوے خسارے میں جا رہا ہے ریلوے سے ملازموںکو نکالنے کی خبریں بے بنیاد ہیں میں خود غریبوں اور ملازموں کا حامی ہوں میری موجودگی میں20ہزار ملازموں کو کوئی نہیں نکال سکتا۔

NATCO chief denies  corruption

  GILGIT: The Northern Areas Transport Company (NATCO) is a national organization with the honour of having international service but some elements in the region are unable to digest its success and frequently try to defame it by issuing statements to the local press.
However, NATCO has gained a reputation at the national level and the elements
Trying to defame it will never succeed in their design.
These views were expressed by Mr Zafar Iqbal, the managing director of NATCO, while talking to this correspondent here.Discussing the problems in transporting what to Gilgit-Baltistan, he said that from July to September the Karakoram Highway remained closed due to the devastating rains and floods while at the end of September the supply of wheat was stopped due to non-payment of dues. Even under these circumstances, NATCO succeeded in transporting 505,310 bags of wheat to the region. He said that those who were criticizing the company actually wanted to give the contract of the wheat supply to private parties. However, he said that if the contract was given to the private parties, they would never be able to even transport half of the stock.

NGO accused of sending kids abroad for adoption

 GILGIT: The Gilgit-Baltistan Supreme Appellate Court took strong exception to a Gilgit-based NGO Sina Health and Welfare society accused of sending nearly 50 children abroad for adoption over the years without fulfilling legal formalities. The children were sent without birth certificates. The two-member bench, comprising Chief Judge Justice Nawaz Abbasi and Justice Mohammad Yaqoob, heard the suo motu case that was brought to the court's notice by the National Database and Registration Authority (Nadra).
The NGO was represented by a senior lawyer and the chairman of the NGO, Sher Baz, also attended the hearing. Nadra was represented by an official of its legal affairs department and the police department was represented by DIG police Farman Ali.
The lawyer representing the NGO told the apex court that the organisation had been involved with this humanitarian issue over the past 15 years and that so far, it had placed 103 children, including orphans and abandoned children from Gilgit-Baltistan, under the United Nations convention on child rights.
He said that at present, one child had been adopted by a family in the UK, eight in the US and about 40 in Canada. The chief judge asked the Nadra representative to verify the whereabouts of these children. The advocate said that whenever the NGO received an abandoned child, they report the case to the police and provide shelter to the child before giving them up for adoption. When the judge asked how many babies they had received so far, the advocate answered in vague terms, saying 'some'.
The DIG police denied any knowledge of the NGO and said that he had not received any report from them about abandoned children, when he was asked by court to confirm the NGO's statements. Justice Abbasi remarked that developed countries had adoption laws and said: "We will have to see if our courts allow such adoption methods."
The Nadra representative said that birth certificates of the children adopted by foreigners had been sent abroad without official sanction. The chief judge said that this was an offence. The NGO's advocate said that the NGO keeps a track and that they have maintained a record of all adoptions. The chief justice asked them to submit complete data before the court by the end of the month.-PT

 GILGIT: Instead of giving them rights which are available to other government employees in provinces of Pakistan, the federal government has decided to deduct tax from the salaries of public sector employees in Gilgit-Baltistan.
It may be pointed out here that in Gilgit-Baltistan, there are no labour laws implemented neither there are labour courts where employees can go against violation of any right. As a result, for the last over six decades government employees in the region have remained deprived of their basic rights of job security and faced exploitation.
After bringing the 2009 package in which Islamabad claimed that it was going to ensure all the rights of the masses, the rulers have continued open robbery on their rights. The latest move has come as a bolt from the sky when the government decided to tax the employees at a time when the common people were finding it hard to manage two time bread for their families due to the rising inflation.
Besides, imposition of tax in GB is illegal and unconstitutional as the area has so far remained a tax-free zone. This is also a fact that GB is not a constitutional part of Pakistan and is an internationally-recognized disputed territory to be resolved under the UN resolutions.
People have condemned the government move and asked it to withdraw the decision.
