چند ماہ قبل وزیراعلیٰ کے خلاف تحریک عدم اعتماد لانے کی بھی کوشش ہوئی تاہم وفاق نے اجازت نہ دی، غلام محمد بھی مخالف ہیں
گلگت ( بانگ سحر خصوصی رپورٹ) ریاست گلگت بلتستان کو برائے نام صوبائی طرز کے سیٹ اپ کا اعلان کر نے اور ان کے نفاذ کے باوجود اختیارات کا ناڈویژن کے پاس ہی رہنے دےنے اور انتظامی اور مالی اختیارات کا بادشاہ چیف سیکرٹری کو برقرار رکھنے کے عمل نے صدر ، وزیراعظم ، وفاقی وزراءاور دیگر اعلیٰ حکام کے بلند و بانگ دعوے اور اعلانات، ممبران اسمبلی ، ٹیکنو کریٹس اور خواتین ممبران کو دیئے جانے والے ترقیاتی فنڈز کی کٹوتی، اختیارات کے یکطرفہ استعمال کے لئے رچایا جانے والا پاور گیم ڈرامہ فلاپ کر دیا گلگت شہر میں امن و امان کی بگڑتی ہوئی صورتحال ، علاقے میں بڑھتی ہوئی مسلم لیگ (ن) کی مقبولیت ، آزاد ممبران کی طرف سے اسمبلی کو یرغمال بنانے کی دھمکی اور مفادات کی طویل ترین جنگ کی وجہ سے وزیراعلیٰ گلگت بلتستان سید مہدی شاہ ، سپیکر قانون ساز اسمبلی وزیر بیگ ، صوبائی وزیر تعلیم ڈاکٹر علی مدد شیر ، صوبائی وزیر خزانہ محمد علی اختر ، اورسینئر صوبائی وزیر محمد جعفر کے درمیان اندرونی اختلافات عروج پر پہنچنے کی وجہ سے وزیر اعلیٰ نے اپنی کابینہ میں اوپر سے نیچے تک بڑے پیمانے پر ردو بدل کر کے مذکورہ وزراءاور سپیکر کو ان کے عہدوں سے ہٹانے کی منصوبہ بندی شروع کردی ہے ساتھ ہی ساتھ عدم اعتماد کی تحریک سے بچنے کے لئے کچن کابینہ کا گلہ گھونٹے کا فیصلہ بھی کرلیا گیا ہے ” بانگ سحر“ کو موصولہ اطلاعات کے مطابق چند ماہ قبل بعض وزراءنے مل کر وزیراعلیٰ کے خلاف اعتماد کی تحریک شروع کرنے کا سوچا تھا کیونکہ سید پیر کرم علی شاہ کی شکل میںمضبوط امیدوار موجود تھے اس لئے وزیراعلیٰ نے ممکنہ تحریک عدم اعتماد کی کامیابی کے ڈر سے وزراءکے خلاف کوئی ایکشن نہیں لیا اب چونکہ سید پیر کرم علی شاہ گورنر کے عہدے پر فائز ہو چکے ہیں اور وزیراعلیٰ کے خلاف عدم اعتماد کی تحریک لانے کا خطرہ ٹل گیا ہے تو انہوں نے مخالفت کرنے والے وزراءکا قبلہ درست کرنے کے لئے انہیں عہدوں سے ہٹانے کا فیصلہ کر لیا ہے جبکہ سپیکر سمیت وزراءکی طرف سے وزیراعلیٰ کے ساتھ بعض امور پر سنگین اختلافات کے حوالے سے خبریں علاقائی اخبارات کی پہلے ہی زینت بن چکی ہیں اس لئے وزیراعلیٰ کو اندرون خانہ سپیکر اور مذکورہ وزراءسے ان کے عہدے چھیننے کا مصمم ارادہ کر چکے ہیں بانگ سحر کو موصولہ اطلاعات سے یہ بات بھی سامنے آئی ہے کہ حکمران جماعت کی صوبائی کابینہ میں بھی شدید اختلافات سامنے آ گئے ہیں وزیراعلیٰ جو کہ پی پی پی کے صوبائی صدر بھی ہیں کے پارٹی کے جنرل سیکرٹری غلام محمد کے ساتھبھی معاملات پر شدید اختلافات ہیں اور دونوں ایک دوسرے کو نیچا دکھانے کے لئے پارٹی کو بھینٹ چڑھانے کا سوچ رہے ہیں جس کی وجہ سے حکمران جماعت کا گریباں تارتار ہو گیا ہے اور اسے رفو کرنے کے لئے کوئی بھی جیالا سامنے نہیںآ رہا ہے۔

کراچی (نیوز رپورٹر) گلگت بلتستان کے سینئر صحافی و معروف کالم نگارعبدالجبار ناصر کی والدہ کی وفات پر کراچی میںمقیم گلگت بلتستان کے صحافیوںکا تعزیتی اجلاس ایک مقامی ہوٹل میں منعقد ہوا جس میں جی بی کے سینئر صحافی قاسم شگری، نوجوان صحافی ریاض یاسینی، محمود زلفی اور ریاض الدین نے شرکت کی اجلاس میں عبدالجبار کی والدہ کی رحلت پر فاتحہ خوانی کی گئی اور دعا کی گئی کہ اللہ تعالیٰ مرحومہ کے درجات بلند فرمائیں اور اپنے جوار رحمت میں جگہ دیںاور لواحقین کو صبر جمیل عطا کریں( آمین) انہوں نے عبدالجبار سے دلی ہمدردی کا اظہار کرتے ہوئے کہا کہ یہ قدرت خداوندی ہے اللہ کی رضا سمجھ کر قبول کریں۔

Poverty shocks EU
Baang Report
BRUSSELES: The European Union has expressed its strong concerns over rising rate of poverty, unemployment and inflation in Pakistan, including Gilgit-Baltistan.
According to a dispatch sent out on March 9 by the EU's Asian and Central Asian cooperation unit, the EU released a sum of Euros 500 million for the rehabilitation of the flood-devastated people. Besides, it said about 200 million Euros would be provided for the affected people within the next three years.
According to the EU letter No DEVCD/D/1/MH/bs ARES (2011) 264819, the rehabilitation commissioner of the EU revealed that the share of Gilgit-Baltistan had already been determined in the funds released and promised for the flood-affected people of Pakistan.
It said the funds were slated to be spent on rural development, education, rehabilitation of the displaced people and elimination of poverty. The EU revelation belied the claims of both the Gilgit-Baltistan and federal governments that there were no funds available for the rehabilitation of the flood-affected people in the region.
In the meantime, the United Nations has also released a report expressing concerns over the rising trend of poverty and backwardness in South Asia, including Gilgit-Baltistan. The report also depicted the grim reality that the citizens were compelled to borrow money even to buy one-time meal.
The most shocking aspect of the report was that the rising poverty in the region was leading to extremism and lawlessness. It also said that due to rampant corruption in its departments, the government was not in a position to bring any improvement in the situation.

Withdraw forces from Siachin

ISLAMABAD: An Indian peace delegation which visited Pakistan asked both India and Pakistan to withdraw their forces from Siachin glacier so that the area can be turned into a tourists resort.
Besides, the delegation also demanded that all old border routes between the two countries in Kashmir like Gargil, Ladakh should be opened in order to facilitate the peoples of the two countries in interacting with each other and promoting trade and tourism in the region.
The delegation members including parliamentarians, media persons and peace activists while speaking at a function held in a hotel here said that for durable peace in the region it was imperative that the issue of Kashmir should be resolved. They said peoples living on both sides of the border in Kashmir should be allowed to meet their near and dear ones on either side of the divide. They said India and Pakistan had same social, economic and political issues and friendship between the two countries would help in resolving all such issues.
They said they had come to Pakistan with the message of peace and to promote peace further both the countries should soften visa curbs so that there could be more people to people contact. They also asked both the countries to decrease their spending on defence, so that huge resources could be set aside for the welfare of the millions of people iving under the poverty line.

Autonomy under 1940 resolution sought

QUETTA: Former prime minister Mir Zafarullah Khan Jamali has said the provinces should be granted autonomy according to the Pakistan Resolution of 1940.
Addressing a `peace rally` organised by the Frontier Corps at Ayub Stadium to mark the Pakistan Day, he stressed the need for resolving the Balochistan issue through political dialogue.
Mr Jamali warned that the nation would continue to face political crises if the 1940 resolution was not implemented in letter and spirit. He said the Quaid-i-Azam loved the people of Balochistan and had very cordial relations with its chieftains.
He said people of Balochistan were patriotic, but denial of their rights had developed a sense of deprivation among them.The veteran Muslim Leaguer said the government should hold talks with Sardar Ataullah Mengal and Nawab Khair Bakhsh Marri to resolve the Balochistan issue politically, because the use of force was not a solution to any problem.
He said the Balochistan issue posed a huge challenge and couldn`t be resolved by a little give and take. Therefore, the government should tackle it seriously. He said the international powers had interest in Balochistan because of its importance in the region. "It is our responsibility to be vigilant to protect the integrity of the state," he added.
Mr Jamali said the announcement of Balochistan package was a positive step, but practical measures were needed to remove the grievances of Baloch people.
The former prime minister praised the policy of Chief of the Army Staff Gen Ashfaq Parvez Kayani about recruitment of Baloch youths in the army and lauded the Frontier Corps for its role in maintaining law and order in the province.

Ethnicity in Karachi hospitals
KARACHI: While parts of the city have been in the grip of ethnic violence once again for the past many days, it is observed that the victims of targeted attacks as well as patients belonging to certain communities were usually not taken to the nearest government hospital.
The alarming trend where people with a certain ethnic background avoid some hospitals even if they are in a precarious condition has developed over the years, though it becomes noticeable during spates of ethnic killings and violence that the city often witnesses.
"Yes, there is a clear pattern that Pakhtun victims of targeted attacks are not taken to the Abbasi Shaheed Hospital for treatment; they even don`t allow the bodies of targeted killing victims to be taken to the ASH," said a senior official of the medico-legal section of the Sindh government on the condition of anonymity.
The official cited the recent killing of ANP general secretary of district west Advocate Mohammad Hanif Khan, saying that the victim was attacked in SITE`s Metroville area but was taken all the way to the Jinnah Postgraduate Medical Centre, where he was pronounced dead.
A senior doctor of the JPMC also confirmed the pattern, saying that the JPMC received patients, including those with gunshot wounds, from as far as central and west districts of the city.
"There have been several instances where the body of a targeted killing victim was shifted to the Abbasi Shaheed Hospital mortuary but the heirs took away the body to another hospital," charity workers said.
`Ambulance workers know`: Senior official of the Edhi Foundation Anwer Kazmi also confirmed to that the trend had been in evidence for the past many years. He said people belonging to a certain community avoided going to some hospitals.
"Now even ambulance drivers have learnt as to which hospital the body of a victim from a certain ethnic background should be shifted," Mr Kazmi said, adding that in case a friend or relative of the victim was present at the time of shifting the driver acted on their advice.
"Generally people belonging to the Pakhtun community go to the Jinnah Postgraduate Medical Centre for treatment, while those belonging to the Urdu-speaking community by choice visit the Abbasi Shaheed Hospital," he said.
Former President of the Pakistan Medical Association Dr Habibur Rehman Soomro confirmed the trend, saying that certain ethnic communities avoided visiting some hospitals.
"Everyone is witness to this alarming trend but no one is ready to point it out," he said, citing the air of mistrust prevailing in the metropolis.
He said the practice was followed not only by the Pakhtun community, but also by people from other ethnic backgrounds. He explained that if there was a conflict going on between the Urdu-speaking and Sindhi-speaking people, the Sindhi-speaking people would avoid visiting certain hospitals.
The former PMA president said that the trend had been there for the past 10 to 15 years. He went on to say that certain private-sector hospitals were also following such a trend and were offering community-based services.
`Just an impression`
However, Sindh Health Minister Dr Saghir Ahmed dispelled the impression that Pakhtuns avoided going to the Abbasi Shaheed Hospital for treatment.
"A visit to the hospital would show you that the Pakhtuns are under treatment at the Abbasi Shaheed Hospital," he said. He added that if statistics from the police surgeon office were examined, they would also dispel this impression. "There may be an impression, but it`s not true in reality," he insisted.

UK toughens student visa system

LONDON: The British government announced tougher criteria for people wanting to come to the UK to study and limits on their right to work in major reforms to the student visas system.
Announcing the changes before the Parliament this afternoon, the British Home Secretary Theresa May said: International students not only make a vital contribution to the UK economy but they also help make our education system one of the best in the world.
But it has become very apparent that the old student visa regime failed to control immigration and failed to protect legitimate students from poor quality colleges.
'The changes I am announcing today re-focus the student route as a temporary one, available to only the brightest and best. The new system is designed to ensure students come for a limited period, to study not work, and make a positive contribution while they are here.'
The reforms followed a Home Office review which revealed widespread abuse of the system, and a public consultation, major changes aim to tighten up the system and protect the brightest and best students.
Under the new system, from April 2012 all institutions wanting to sponsor students will have to be classed as 'highly trusted sponsors' and become accredited by statutory education inspection bodies by the end of 2012.
The current system does not require this and allowed too many poor quality colleges into the system. Those coming to study at degree level will have to speak a higher level of English than now.
UK Border Agency staff will be able to refuse entry to students who cannot speak English without an interpreter and who therefore do not meet the required standards.
Students at universities and publicly funded further education colleges will retain current work rights but all other students will have no right to work, restrictions will be placed on work placements at courses outside of universities.
The 'post study work route', which allowed students two years to seek employment after their course ended, has been closed.
Only those graduates, who have an offer of a skilled job from a sponsoring employer, in Tier 2 of the points-based-system, will be able to stay to work.
Meanwhile, only postgraduate students at universities and government sponsored students will be able to bring their family members with them.
At the moment all students on longer courses are able to bring dependants.
And the overall time that can be spent on a student visa will be limited to three years at lower levels, as now, and five years at higher levels.
There is currently no limit for study at or above degree level.
May added: 'My aim is not to stop genuine students coming here - it is to eliminate abuse within the system. Our stricter accreditation process will see only first class education providers given licences to sponsor students.
The government has committed to reforming all routes of entry to the UK in order to bring immigration levels under control.'
The student changes will work alongside the annual limit on economic migration, and reforms to family and settlement routes planned for later this year.-APP

Situation in affected areas alarming

ISLAMABAD: The irrigation infrastructure in Balochistan was badly suffered in the devastating floods, pointed out in an interim report of Flood Commission formed under the directions of Supreme Court in a constitution petition titled Marvi Memon vs. Federation of Pakistan.
The court had taken suo motu of the breaches on the letters of Deputy Chairman of Senate Mir Jan Muhammad Jamali and Fakhruddin G Ibrahim, senior advocate Supreme Court, while PML-Q MNA Marvi Memon and Zahida Thebo Mehar have filed petitions in this regarding.
The commission, comprised retired federal and provincial secretaries including A K Lodhi from Sindh, Fateh Khan Fajak from Balochistan, Khawaja Zaheerud Din from Punjab and Azam Khan from Khyber Pakhtunkhwa, while Qazi Sajid Additional Registrar of Supreme Court of Pakistan was appointed as facilitator of the commission, submitted its interim report, after conducting field visits, before the Supreme Court on Friday.
The report stated that most part of damaged infrastructure in Balochistan had still not been repaired, which was causing major problems to the people of affected areas especially in Jaffarabad division as the water was not available for cultivation or even for human and cattle consumption.
During the field visit, the Members of the Commission met the flood-affected people in Dera Allah Yar. The Commission also had an aerial view of the damaged infrastructure.
It was pointed out to the Commission that Kirther Canal suffered a major destruction during the floods. Since this canal provides bulk of the water in the Jaffarabad Division, its immediate repair is necessary to make the cultivation of Kharif crop possible.
On receipt of the interim report the chief justice, who is heading the bench of the Supreme Court ceased with this matter has fixed this case on March 28, 2011. Notices have been issued to all concerned including the petitioners to appear before the court.
